Dr. Juliet is the West Africa Regional Director for United Cities and Local Governments of Africa (UCLG-Africa), bringing extensive expertise in decentralization, local governance, elections, finance, and urban management. Her distinguished career includes managing the Africa Decentralization Observatory, authoring major reports on decentralization and local finance, and serving as a lead consultant for localizing sustainable development goals. She has managed significant EU-funded programmes to strengthen local governments and has been instrumental in supporting local economic development and creating the Africa Local Elected Women’s
Network (REFELA) where she sits as Adviser to the President. Beyond her professional work, she is a dedicated advocate for community development, championing girls’ education and supporting vulnerable women in Africa. Dr. Juliet’s academic credentials are exceptionally robust, featuring a doctorate in Business Leadership and multiple master’s degrees and postgraduate diplomas in fields such as governance, urban management, and financial management. She is currently focused on promoting
decentralization and strengthening the capacities of local governments across West Africa.
